The Opening Ceremony of Harbin 24th Winter Universiade is to be held at the Gym of Harbin International Conference, Exhibition and Sports Center at 20:00 February 18, 2009. The Head of Delegations' Meeting for the Opening Ceremony will be held at Harbin Athletes'  Village on campus of Heilongjiang University at 09:00 February 17. Detailed information including departure time, bus transportation venues and other requirements will be arranged and announced at the meeting.

Attendance at the Opening Ceremony will include state officials of China, IOC officials, FISU officials, related national ministry officials, officials from Heilongjiang Province and Harbin City, officials and athletes of all delegations, VIPs, OC officials, Technical officials, and the representatives of judges and sponsor enterprises.
