Infrastructure construction for Harbin 24th Winter Universiade is made by the guidance of the Outlook of Scientific Development, based on competition demands and post-competition comprehensive utilization and management, and stipulates appropriate construction scale and criteria. The sports venue construction will meet the requirements of International large-scale sports events, whilst satisfy the demand of winter sports education, training, public sports, and ice & snow tourism. The infrastructure construction should be linked to local economic growth and cultural development to give full play to benefits yielding from resources.

A few adjustments have been made to the Master Plan in line with international criteria raised by FISU delegates after on-site inspection. At present, all together 46 projects are included in the construction plan, covering competition venues, infrastructure, and reception facilities. 2.54 billion RMB investment is involved in the plan, 494.41 million RMB in which for 30 competition venues, 1.284,64 billion RMB for 12 infrastructure projects, and 755.44 million RMB for reception facilities.
